The Reference Group acts as sounding board for Director and sometimes acts as an executive body between meetings. It is made up of one Board representative from each of the sponsoring groups: Uniting Church, Anglicare Sydney and BaptistCare.

The work of the RSC is to focus on the research agenda of NCLS and to act as a clearing house for research and data requests. The Terms of Reference are presented for review at this meeting, and will affect membership as there is a proposal for independent positions. The current members are:
